The Northeast Tennessee Local Workforce Development Board is issuing a Request for Proposal (RFP) for the purpose of selecting qualified sub-recipient(s) as a One Stop Operator, Title I Career Services Provider under the Workforce Innovation and Opportunity Act of 2014 (WIOA) for the Northeast Tennessee Local Workforce Area that consist of Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi and Washington counties in Tennessee. The Bidder’s Conference will be held on May 28, 2019, 10:00 a.m. – 12:00 p.m. at the office of the Alliance for Business and Training, 386 Hwy 91, Elizabethton, TN 37644.
Conference call will be made available upon request to Ginger Lyons, copy April Shaffner, forty-eight (48) hours prior to conference.
Clarification & Correction: See section 2.2. Title I Career Service Provider, number 4. Quality, Performance, Data and Reporting, item c. Reporting: Describe proposed detail and summary reporting formats and frequency of reports that will be submitted to the NETLWDB/AB&T and its stakeholders. Provide examples by attachment to component narrative. These do not count into the 30 page limit for the OSO Title I Career Service Provider component.

Proposal Submission
All proposals must be submitted in electronic form (email or flashdrive). It is the proposing entities responsibility to ensure that email proposals are received. Paper submission is optional.

Questions & Answers
Question: Regarding the following RFP instructions: Proposal (Scope of Work) must follow numbering, headings and sequential lettering in the answer to the questions in the RFP, as listed in Section 2: Scope of Work (limit 30 pages per component). Is it acceptable to simply use the sequential lettering format of the Scope of Work, or do we have to actually repeat each question along with our response?
Answer: You may use the sequential lettering format. You do not have to restate the question.
Question: In regards to Northeast Tennessee Local Workforce Development Board’s RFP for One-Stop Operator and/or Title I Career Service Provider, can you clarify how much the budget is for only the One-Stop Operator contract?
Answer: We do not have a specific budget set for only the One-Stop Operator. Please base your budget request on the OSO work you are proposing in response to the RFP and the cost you anticipate needed to perform that work.
Question: Is AB&T retaining direct participant expenditures?
Answer: No. Direct participant expenditures will be negotiated and sub-contracted to successful bidder.
Question: Are direct participant expenditures to be reflected in the submitted budget?
Answer: No.
